The strongest Version 3.7 accounts are not built by chasing every S-tier name. They are built by covering three jobs—damage, amplification, and sustain—across at least two teams. This list ranks overall current value, then explains when team synergy should overrule the letter grade.

Quick answer: Shorekeeper remains a premium account-wide sustain pick; Lynae and Lucilla are high-value current supports; Hiyuki, Jingran, Qingxiao, Aemeath, and Yangyang: Xuanling headline the damage group. Suoming belongs in the high-value group when the account is built around Hsin/Unison; outside that core, judge her as a specialist rather than a universal replacement.

A ranking becomes useful only after it is tied to a real roster. Use the team-building guide for rotation fit, the current banner guide for active pull choices, and the combat mechanics guide when execution is the actual bottleneck.

How to read this tier list

Overall tier

Weights flexibility, team options, current endgame performance, and how easily a unit improves an account.

Role before rank

An A-tier healer can be more valuable than a second S-tier DPS when your account lacks sustain.

Investment matters

Built Echoes, weapons, sequences, and rotation comfort can outweigh a one-tier gap.

Mode matters

Tower of Adversity rewards fast, repeatable team cycles; open-world comfort has different priorities.

When a lower-tier character is the better choice

  • Existing investment: a fully built B-tier carry can outperform an unfinished S-tier pull for weeks.
  • Team lock: Suoming becomes a more important choice for a Hsin/Unison plan than her general tier suggests.
  • Support scarcity: Verina or Baizhi may unlock a second team even when their ranking is lower.
  • Mechanic match: element, coordinated attacks, Basic/Heavy/Skill amplification, and rotation length must match the carry.
Current optionGeneral valueBest forSkip when
LucillaSGlacio carry support and high-value second slotYou do not play the teams she improves
LynaeSFlexible teamwide damage supportYour current buffers already cover both teams
SuomingA overall; S-level inside a complete Hsin routeHsin/Unison investment and specialized teamsYou do not own or plan the compatible core

Scoring model: five factors behind every tier

FactorWhat is measuredWhy it matters
OutputDamage, amplification or sustain delivered in a full rotationPrevents screenshot damage from replacing real team performance
Rotation costField time, Concerto speed, energy and setup burdenA powerful unit can still lower team damage by extending the cycle
Roster flexibilityNumber of carries and teams that can use the unitFlexible supports retain value across more banners
Investment floorWeapon, sequence, Echo and skill requirementsLow-floor characters help new and F2P accounts earlier
Current content fitConsistency in Tower-style timed combat and general playOne letter cannot represent every mode, enemy or player skill level

Role-based priority is more useful than one overall letter

Account needHigh-priority optionsAccessible fallbackDo not over-invest when…
First main DPSHiyuki, Jingran, Qingxiao, AemeathRover, Danjin, ChixiaYou already have a built carry but no support core
Second-team sustainShorekeeper, Suisui, MornyeVerina, BaizhiBoth teams already survive and finish rotations
Universal amplificationLynae, ShorekeeperSanhua, MortefiThe intended carry cannot use the buff window
Specialist amplificationLucilla, Denia, SuomingYinlin, ZhezhiYou do not own the matching carry or mechanic

Investment breakpoints before replacing a character

  1. Level and weapon: finish the carry's basic level/weapon breakpoint before judging damage.
  2. Core Forte nodes: compare characters only after the skills that define the rotation are unlocked.
  3. Echo baseline: use a functional main-stat set before chasing perfect substats.
  4. Two complete rotations: measure whether energy and cooldowns align on the second loop, not just the opener.
  5. Team opportunity cost: check which support must leave the other team to make the “better” unit work.

Three cases where the overall tier is misleading

Suoming in a Hsin route

Her general placement understates her value when the account is deliberately built around Hsin and Unison interactions.

Verina on a developing account

A lower overall placement does not reduce the value of a fast, accessible sustain who unlocks the second team.

An older built carry

A completed Jinhsi, Changli or Jiyan team may outperform a newly pulled top-tier carry until weeks of materials and Echo farming are complete.

Player execution

A slightly lower-ceiling rotation that you can repeat reliably often clears faster than a top-ranked team with missed swaps or buffs.

Recommended roster build order

Finish one carry, one matching amplifier and one sustain. Then build the second sustain, because it is usually the hardest role to duplicate in endgame. Add the second carry only after both support shells work. Vertical investment—signature weapons and sequences—comes after two functional teams unless the upgrade fixes a measured rotation problem.

Role-based Version 3.7 shortlist

A single overall row hides the most important question: which job is missing? The shortlist below assumes Sequence 0, functional weapons and Echoes, and current endgame modes such as Tower of Adversity and Whimpering Wastes. It is a synthesis of current community testing, not an official Kuro Games ranking.

RoleTop current choicesHigh-value alternativesWhat moves a unit up
Main DPSHiyuki, Hsin, Jingran, Qingxiao, Yangyang: XuanlingAemeath, Luuk Herssen, SigrikaStrong two-loop output, favorable current content, and a complete support shell
Hybrid / amplifierDenia, Iuno, LucillaLynae, Qiuyuan, SuomingFast Concerto, a buff that matches the carry, and low field-time competition
Sustain / supportChisa, Mornye, Shorekeeper, SuisuiVerina, BaizhiHealing or defense plus long buffs delivered in a short rotation

Why rankings change by game mode

Tower of Adversity

Rewards compact rotations, repeatable burst windows and two complete teams. A fast amplifier can be worth more than an extra damage dealer.

Whimpering Wastes

Stage mechanics and available buffs can favor a different damage pattern. Do not copy a Tower-only order without checking the current modifiers.

Hologram / boss play

Survival, interruption resistance and player execution matter more. A lower theoretical ceiling can clear more consistently.

Exploration

Mobility, grouping and low setup time often feel better than a long endgame rotation. Comfort is a legitimate ranking dimension.

Case study: why Suoming cannot be judged by one letter

Official Wuthering Waves Suoming character art
Account statePractical valueDecision
Hsin built, support readyTop specialistTest the Unison loop; Suoming can be the missing structural piece
No Hsin, strong Basic Attack partnersViable alternate coreCompare Suoming + Sanhua + sustain with the account’s finished team
No matching core or materialsLow immediate valueDo not pull only because another list shows a high universal tier

Why tier lists disagree

Ranking lensWhat moves upwardWhat can be underrated
Overall account valueFlexible sustain and buffers that work in many teamsSpecialists tied to one element or mechanic
Best possible teamPremium carries and complete limited teamsAccessible units that make an unfinished roster functional
Low investmentFast rotations, easy weapons and early Echo setsHigh-ceiling units that need precise stats or partners
Current endgameCharacters matching the active enemies and buffsStrong units temporarily facing resistance or poor stage conditions

Use the overall list to find a role gap, then use the role shortlist and team guide to make the final decision. A one-letter difference is not enough reason to discard a finished build.

Tier list FAQ

Can lower-tier Resonators clear endgame?

Yes. Team synergy, Echo quality, weapons, execution, and the specific endgame rotation all affect results.

Should I reroll for an S-tier?

Only if rerolling is still practical and the character fits a team you want to build. Account progression and flexible supports usually matter more than one launch pull.

Why is Suoming rated differently by role and team?

Her ceiling depends on team structure. In a complete Hsin-centered Unison route she performs like a top specialist; a roster without that core should compare her alternate personal-damage route with its existing teams.

Is this tier list based on Sequence 0?

Yes. The role shortlist assumes Sequence 0, functional weapons and Echoes, and a repeatable two-loop rotation. Higher Sequences can change individual placements.

Why are sustain characters ranked so highly?

Endgame requires complete teams, not three damage dealers. A fast sustain unit can add healing, buffs and rotation stability while using very little field time.

How often should the tier list change?

Recheck after a version change, a new Resonator, a major balance adjustment, or a new endgame rotation. A letter should not move only because a launch showcase looks strong.
